राष्ट्रपति द्रौपदी मुर्मू ने शुक्रवार (29 सितंबर) को महिला आरक्षण बिल को मंजूरी दे दी. अब यह बिल कानून बन गया है. संसद के दोनों सदनों से यह पहले ही पास हो चुका है.
Women Reservation Bill: महिला आरक्षण बिल (नारी शक्ति वंदन अधिनियम) को राष्ट्रपति द्रौपदी मुर्मू ने मंजूरी दे दी. संसद के विशेष सत्र में यह विधेयक 20 सितंबर को लोकसभा और 21 सितंबर को राज्यसभा में पारित हुआ था. बता दें कि किसी भी विधेयक के संसद के दोनों सदनों से पारित होने के बाद उसे राष्ट्रपति की मंजूरी के लिए भेजा जाता है ताकि वो कानून बन सके. इस कानून को लागू होने से लोकसभा और राज्य विधानसभाओं में महिलाओं को 33 प्रतिशत आरक्षण मिलेगा. बिल के संसद से पास होने पर राष्ट्रपति द्रौपदी मुर्मू ने कहा था कि यह लैंगिक न्याय के लिए हमारे समय की सबसे परिवर्तनकारी क्रांति होगी.
महिला आरक्षण बिल को पास कराने के लिए सरकार ने बुलाया था संसद का विशेष सत्र
केन्द्र सरकार ने हाल में 18 से 22 सितंबर तक के लिए संसद का विशेष सत्र बुलाया था. इस दौरान पुराने संसद भवन से कामकाज संसद की नई इमारत में शिफ्ट किया गया और संसद दोनों सदनों से महिला आरक्षण बिल पास हुआ. सरकार ने नारी शक्ति वंदन अधिनियम विधेयक के नाम से महिला आरक्षण बिल को 19 सितंबर को लोकसभा में पेश किया था, जिसपर सदन में दो दिन चर्चा चली. एक दल को छोड़कर सभी ने इस बिल का समर्थन किया. 20 सितंबर को लोकसभा में इस बिल पर वोटिंग हुआ, जिसके पक्ष में 454 मत पड़े और और दो वोट विरोध में पड़े.
महिला आरक्षण बिल के विरोध में एआईएमआईएम प्रमुख और हैदराबाद सांसद असदुद्दीन ओवैसी ने वोट डाला और उनकी पार्टी के ही एक और सांसद ने विरोध में वोट दिया था. इसके बाद बिल को अगले ही दिन यानी 21 सितंबर को राज्यसभा में पेश किया गया, जहां इसके पक्ष में 214 वोट डाले गए और विरोध में एक भी मत नहीं पड़ा.
महिला आरक्षण का कानून कब तक लागू होगा ?
महिला आरक्षण बिल को लागू करने को लेकर अभी देर है. कई विपक्षी दलों ने बिल का समर्थन तो किया है, लेकिन इसे लागू करने के लिए निर्धारित किए गए प्रावधानों को लेकर सरकार की आलोचना की है. बिल के प्रावधान कहते हैं कि इसे जनगणना और परिसीमन प्रक्रिया पूरी होने के बाद लागू किया जाएगा. बता दें कि लोकसभा चुनाव 2024 के बाद जनगणना होगी और उसके बाद परिसीमन होगा. माना जा रहा है कि यह 2029 के लोकसभा चुनाव के आसपास अमल में आ सकेगा, जबकि मुख्य विपक्षी दल कांग्रेस समेत कई पार्टियों ने इसे जल्द से जल्द लागू करने की मांग की है, इसके साथ ही यह भी कहा है कि इसमें ओबीसी (अन्य पिछड़ा वर्ग) और मुस्लिम महिलाओं को भी शामिल करना चाहिए.
