प्रशासन में पारदर्शिता और भारतीयों में अपने अधिकारों के प्रति जागरुकता लाने के लिए 10 अक्टूबर, 2005 को सूचना का अधिकार कानून लागू हुआ था. इन 15 सालों में आरटीआई के अंतर्गत 33 मिलियन आवेदन किये गये और 90 प्रतिशत मामलों में लोग जवाब से संतुष्ट थे, केवल 9 प्रतिशत मामलों में ही दुबारा आवेदन किया गया.
आरटीआई के आने से माना गया था कि इसके लागू होने के बाद कार्यों में सरलता, पारदर्शिता और तीव्रता आएगी. अफसरशाही, लालफीताशाही, घूसखोरी का अंत होगा. डेढ़ दशक का सफर इस सूचना का कानून यानी आरटीआई ने तय कर लिया है तो सवाल उठना स्वभाविक है कि इससे व्यवस्था में कितना बदलाव आया.
उत्तरप्रदेश, राजस्थान, तेलांगना सहित 9 राज्यों में तो मुख्य सूचना आयुक्त का ही पद खाली है. राज्यों और केन्द्र शासित प्रदेशों के सूचनाओं के खिलाफ दूसरा अपील केन्द्रीय सूचना आयोग में किया जाता है, लेकिन यहां भी मुख्य सूचना आयुक्त का पद 17 अगस्त, 2020 से खाली है. अधिकारियों का कहना है कि मुख्य सूचना आयुक्त की बहाली की प्रक्रिया चल रही है, लेकिन 6 सालों में पांचवीं बार यह पद खाली है.
सूचना आयुक्तों के पद खाली रहने से काम बुरी तरह से प्रभावित होता है. 31 जुलाई, 2020 तक 2.2 लाख आवेदन लंबित हैं और ऐसे में अधिकारियों की नियुक्ति में देरी आवेदनों का अंबार लगा देगी. मतलब साफ है कि जिस कानून को काम में पारदर्शिता और तेजी लाने के लिए लाया गया था, वह खुद ही सुस्ती का शिकार हो गया है.
हालांकि इन डेढ दशकों के सफर में सूचना के अधिकार कानून का उपयोग करके प्रभावी और सकारात्मक काम किये गये हैं. घटना होने से पहले निदान और बचाव किया गया है, लेकिन इस कानून का कई बार गलत मंशा से भी उपयोग किया गया है. अव सख्ती से सरकारों के ऐसे लोगों के खिलाफ कार्रवाई करनी जरुरी है जो कानून का दुरुपयोग करते हैं.
